The Quality Control and Training Officer is accountable for the development and implementation of a specialized learning, skills development and training framework, and the delivery of training to the Pay and Benefits Section. The incumbent develops learning plans and identifies development needs and priorities to ensure the quality, efficiency, and integrity of the House Pay and Benefit activities and to promote service excellence.

The ideal candidate is organized, adaptable, as well as flexible in order to address new/changing priorities to fulfill urgent requests. The ideal candidate possesses the ability to analyse and interpret complex pay and benefit cases, and develop effective solutions. They possess exceptional skills regarding attention to detail, quality assurance, troubleshooting and analytical research, and verbal and written communication skills. They are always looking to provide exceptional client service, guidance, and support.

Prerequisites
Experience
Expert knowledge of pay and benefits theory and practice;
Extensive experience with and knowledge of the Phoenix Pay System;
Experience analyzing complex pay and benefit cases;
Experience conducting research and analysis in terms of quality assurance;
Experience in the development and revision of tools, procedures and checklists;
Experience with the Microsoft Office Suite;
Experience in identifying training needs, the development and delivery of training and coaching sessions;
Experience preparing briefings and reports.

Asset
Experience working in a Direct Entry Phoenix department;
Experience with Unit 4, Microsoft Dynamics CRM, and/or PeopleSoft HR;
University or college degree in Instructional Design, Adult Education, Learning Technology, or related field.
Competencies
Selected candidates will be evaluated against the Human Resources Services Competency Profile – Specialized Support.

Outcome
The purpose of this recruitment and selection process is to staff the position of Quality Control and Training Officer on a long-term basis and to establish a pool of potential candidates. Potential candidates may be considered for other temporary or indeterminate positions requiring similar experience and competencies at the House of Commons.

Essential Information
Selected candidates who do not have valid second language evaluation (SLE) results will be assessed. Bilingual non-imperative appointments could also be considered.
